China's ageing petrochemical plants face sweeping safety and equipment reviews

China is embarking on a multi-year programme that could significantly increase demand for process safety instrumentation and analytical equipment across its petrochemical industry.

The country's Hazardous Chemicals Safety Law came into effect on Thursday, 1 May 2026, strengthening safety requirements for facilities handling hazardous chemicals.

Alongside the legislation, the Ministry of Industry and Information Technology has launched an action plan covering 2026–2029 to accelerate the renovation of ageing petrochemical and chemical facilities.

The programme targets production equipment more than 20 years old, with facilities expected to undergo individual assessments to determine renovation requirements.

It coincides with a national workplace safety campaign announced in July that is targeting unlicensed and non-compliant chemical operations.

For suppliers of process analysers, gas detection systems, online monitoring equipment and safety instrumentation, the measures represent a structural rather than short-term policy change.

Modernisation programmes typically require upgraded process monitoring, improved analytical capability and enhanced safety systems to satisfy evolving regulatory expectations.

Although implementation will vary between facilities and regions, the combined effect of new legislation and equipment renewal is expected to influence investment decisions across China's ageing petrochemical infrastructure over the coming years.
