PHMSA has announced its intent to inspect every pipeline control room by year-end 2015 for compliance to 49 CFR (parts 192.631 for gas and/or 195.446 for hazardous liquids, also called The Rule). The oil and gas industry anticipates that future control room inspections  will: become more extensive than in previous years, Will focus more deeply on alarm management and adequate information for the controller, and will ensure that the “lessons learned” are used to continually improve operating practice.

Therefore it is even more important that pipeline operators, and midstream operators with DOT pipe, implement plans, procedures and tools to comply with The Rule and increase efficiency by Operating with Excellence through the implementation of pipeline control room operating best practices.
