Site Waste Management Plans

The Welsh Government is consulting on the introduction of regulations requiring all major construction and demolition projects to prepare a site waste management plan - the requirement would apply to all residential, industrial and commercial developments and to certain "significant domestic scale construction and renovation work" such as building an extension, remodelling of the interior of a house and replacement windows.

Rather than use cost as a criterion for what projects should be subject to the Regulations, the Welsh Government is proposing that all those falling under various statutory regimes, such as the Building Regulations, and those requiring planning permission (other than change of use); projects carried out by Highways Authorities and statutory undertakers with an estimated cost above £50,000 are also included, as are construction works carried out under self certification schemes.

The Welsh Government is proposing that local authorities (building control services) be responsible for enforcment and monitoring compliance with the Regulations. Breaches of the Regulations are to be dealt with through civil sanctions.

The consultation includes draft regulations; fees and charges scheme; and draft guidance.
